In a bold move to protect the vulnerable, law enforcement in Douglas County, Nebraska, successfully disrupted an elaborate international lottery scam earlier this week. The operation, which involved a high-stakes sting, resulted in the arrests of an East St. Louis couple allegedly acting as couriers for a criminal syndicate.

The Setup: A Fiction Turned Reality

The investigation began on June 24, when the Douglas County Sheriff’s Office (DCSO) caught wind of a sophisticated scamming ring. The criminals were targeting what they believed to be a wealthy, vulnerable elderly woman found through a social media profile.

However, the “target” was actually a trap: the social media account was managed by a confidential informant, and the entire persona was a fabrication designed to lure the scammers into a sting operation.

The Scam: A “CIA Agent” and a Fake Lottery Prize

The scammers, operating under the guise of the “American Cash Awards Mega Millions Sweepstakes Lottery Company,” contacted the fake profile. To add a layer of intimidation and perceived legitimacy, the contact claimed to be a Central Intelligence Agency (CIA) agent.

The scam was standard in its predatory nature but unique in its execution:

  • The Hook: The “victim” was told she had won a massive lottery prize.

  • The Price: To “unlock” her winnings, she was required to pay $473,000 in fees and taxes.

  • The Twist: Unlike typical scams that rely on digital transfers or cryptocurrency, this group sent a physical courier—a man known as “Kahreem”—to collect the cash in person.

The Bust: Turning the Tables

On June 30, the operation reached its climax in a parking lot near 129th and West Maple Road in Omaha. DCSO’s Special Operations Group and Criminal Investigations Division, in collaboration with Homeland Security Investigations (HSI), were waiting.

When 46-year-old Kerwin Kerr arrived to collect the money from an undercover officer posing as the victim, he was immediately taken into custody. His wife, 44-year-old Shanna Kerr, who was waiting in the vehicle, was also arrested.

A search of their vehicle uncovered:

  • A loaded handgun

Both suspects are currently facing felony charges of conspiracy. Kerwin Kerr faces additional charges related to the weapon discovered in the vehicle.

A Warning from Sheriff Hanson

Douglas County Sheriff Aaron Hanson emphasized that these organizations are often large-scale, international operations that rely on fear and the exploitation of the elderly.

“If this scam would have actually been allowed to happen to an innocent victim, it could have depleted someone’s precious life savings,” Sheriff Hanson said. “You need to be proactive and protect yourself and your hard-earned money.”

The Sheriff’s message to the public is clear:

  • If it seems too good to be true, it almost certainly is.

  • Legitimate sweepstakes or lotteries will never ask you to pay thousands of dollars in “fees” or “taxes” to collect a prize.

  • If you suspect you or a loved one are being targeted by a scam, contact the Douglas County Sheriff’s Office scam line at 402-444-SCAM (7226).
