The crackdown on illegal gambling in the Sunshine State is intensifying. Law enforcement across Southwest Florida executed a coordinated series of raids as part of Operation Sunset Stakes, targeting illegal gaming rooms that had been operating in plain sight.
The Operation
Operation Sunset Stakes involved multiple law enforcement agencies executing simultaneous raids on suspected illegal gambling establishments across Southwest Florida. Investigators seized gaming machines, cash, and records that will be used to build cases against operators and associates.
The operations targeted so-called "internet cafes" and "sweepstakes parlors" — businesses that operate as fronts for illegal gambling by using sweepstakes-style games that mimic slot machines while attempting to skirt gambling laws.
The Internet Cafe Loophole
For years, operators have exploited ambiguities in state gambling laws by framing their operations as sweepstakes businesses. The legal theory is that customers are purchasing internet time or other products, and the gaming is incidental. Courts and regulators have increasingly rejected this framing:
