SELF-BAN SYSTEM EXPOSED: PENNSYLVANIA STRUGGLES TO PROTECT VULNERABLE GAMBLERS

Pennsylvania’s self-exclusion (self-ban) program — designed to help problem gamblers voluntarily keep themselves away from casinos, apps, fantasy sports, and lottery games — is facing serious criticism. A recent Axios investigation found that since 2006 there have been about 10,700 violations where self-excluded individuals gambled anyway. Regulators have fined operators including BetMGM, Parx, Rivers Casino, and Live Casino over $1.1 million combined, for allowing those who banned themselves to continue gambling or receiving promotional materials. Axios

Despite these enforcement efforts, gaps remain. Tools like ID checks and surveillance are in place, but enforcement is inconsistent. Live Casino in Philadelphia plans to roll out facial recognition later this year to tighten controls, but concerns about privacy continue to slow that process. Advocates are urging a stronger, possibly statewide or even national cross-state database for self-excluded individuals to prevent them from simply jumping between platforms. Axios

This issue matters on multiple fronts: public health, regulatory credibility, and the reputation of legal gambling operations. As more revenue comes through online gambling (about one-third of PA’s total gambling revenue), the stakes are higher for both the state and the operators. Axios

đź’Ą TRI-STATE HEAT

  • New York — Online sports betting in New York shot past $2.04 billion in handle this August, showing a 41.9% year-over-year increase, according to recent reports. Casino revenues also grew, with slot machines seeing a boost despite table games slipping. Betting News+1

  • New Jersey — (As of this date) No major new gambling law or jackpot announcement was confirmed in credible sources today. The regulatory watch remains on advertising and responsible gambling, especially around online platforms, but no new bill or violation story made major waves today.

  • Pennsylvania — July 2025 saw Pennsylvania total gambling revenue at $557.7 million, up about 11.4% year-over-year, driven largely by iGaming growth. The state’s iGaming operators raked in $228.3 million—online slots, table games, and poker combined—with sports betting revenue up too though handle slipped slightly. iGB

🌍 GLOBAL GAMBLING BUZZ

  • Massachusetts — The state has filed a civil lawsuit against prediction market operator Kalshi, claiming that Kalshi has been offering what amounts to unlicensed sports betting by letting customers enter into event contracts without complying with sportsbook licensing and regulations. This legal case may set a precedent for how prediction markets are regulated in the U.S. going forward. GamblingNews
